Minutes:
CALL TO ORDER:
The legislative meeting hosted by the Utility Notification Center of Colorado was held on the 13th day of April 2006 at their offices at 16361 Table Mountain Parkway, Golden, Colorado. J.D. Maniscalco called the meeting to order at 9:10 a.m. and welcomed attendees to the eighth meeting.
The group agreed to further define the list of findings outlined at the last meeting. J.D. had reviewed the CGA Best Practices where they relate to the findings and these were discussed by the group and will be included with the finding information. When complete the findings will comprise a document separate from the meeting minutes.
FINDINGS:
-Need for expanded public education and awareness efforts
-Inadequate notification and communications Positive response developed and maintained by the one call center
-True One Call Center Align and adhere to CGA Best Practices where not compliant
-Lack of enforcement Align and adhere to CGA Best Practices where not compliant
-No standards for exemption Eliminate need for some exemptions by reviewing the definition of excavation
-Reduce underground facility damages
-Cost effectiveness
MINUTES:
Jerry Beukelman made a motion to approve the minutes from March 24, 2006 meeting. David Fiore seconded the motion and it was approved by a unanimous voice vote
ACTION ITEMS:
The group again emphasized the desire to have Tier II members document objections to the one call process.
The group intends to add pre-marking to the findings. A committee including Sandy Samuelson, Jerry Beukelman and David Fiore will develop the language that will be added to the findings at the next meeting.
LEGISLATIVE GROUP COMPLETION:
The group discussed setting a completion date. The group agreed to complete the list of findings by the end of June. The Enforcement and Exemptions committees will be asked to provide documentation at the May meeting. It will be important for all who have participated in the legislative group to attend the June meeting to vote on the findings. The May meeting will focus on committee recommendations for the findings and reviewing and adopting the findings. Meetings of the legislative group will conclude in early summer 2006.
CONCLUSION and NEXT MEETING:
Future meetings had been scheduled for Thursday, May 11, 2006 and Thursday, June 8, 2006 at
UNCC.
The meeting was adjourned at 10:40 a.m.
