Minutes:
CALL TO ORDER:
The legislative meeting hosted by the Utility Notification Center of Colorado was held on the 29th day of June 2006, at their offices at 16361 Table Mountain Parkway, Golden, Colorado. J.D. Maniscalco called the meeting to order at 9:05 a.m. and welcomed attendees to the eleventh meeting.
ENFORCEMENT:
J.D. passed out a copy of the Pipeline Safety Improvement act that is in the process of being introduced to committee at the federal level. The act would make funds available through the state PUC for the establishment of an enforcement mechanism similar to what the enforcement group has been discussing. This was a draft document and has not been approved. If approved, funds would probably not be available until 2008. The group discussed how an enforcement program could utilize an initial grant to set up the program and then work to become self funding through user fines and penalties. Discussion was also held regarding how funding sources would pass through the PUC or the notification center on an ongoing basis. David Fiore will include information regarding the existing data reporting in the final documentation for the enforcement group. It was suggested that documentation should include a three year plan for budget and funding. The enforcement group will continue to research these issues.
MEMBERSHIP:
J.D. did not receive documentation from the membership group.
EXEMPTIONS:
Darrel Vanhooser stated that a meeting will be held between pipeline operators and CCI members to discuss the proposed exemptions. The pipeline industry seems to be generally in favor of the depth exemptions but not the exemptions for maintenance work in the ditches along county roads. To discuss these issues a meeting of the exemption group was scheduled for July 11, 2006 at 1:00 p.m. Darrel Vanhooser, Jeff Farrells, Jed Reed and Dale Miller agreed to send out notifications regarding this meeting.
CONCLUSION and NEXT MEETING:
The group discussed the timing of finalizing the issues still not resolved. Final documentation would need to be available by the end of August to obtain a sponsor for legislation. The group agreed to meet on Wednesday, July 19, 2006 at 1:00 p.m. to gather final documentation for review and discussion. A final meeting will be held on Wednesday, August 9, 2006 at 9:00 a.m. to take final votes on all legislative recommendations.
The meeting was adjourned at 10:10 a.m.
