As many of you know,
PHMSA developed a damage prevention characterization
tool “designed to capture information about the extent
to which state damage prevention programs align with the
nine elements of an effective damage prevention
program.” PHMSA has posted the results to the PHMSA
Stakeholder Communications web site and they are
encouraging feedback from stakeholders. I have included
a note below from Steve Fischer, PHMSA Director of
Program Development. To review and submit feedback,
follow the link within Steve’s note below and visit the
State Damage Prevention Program Characterizations’
results page. There is a feedback button in the upper
right corner of the results page.

Good afternoon,
I'm writing to let
you know of changes to PHMSA's Stakeholder
Communications website that will become effective by
close of business today (May 21). The URL to the website
damage prevention page is:
http://primis.phmsa.dot.gov/comm/DamagePrevention.htm
and it will be updated shortly to include the
results of our damage prevention characterization
discussions with the states. We encourage stakeholders
to consider this information as a resource to foster
discussions with state-level stakeholders as they work
together to develop and/or strengthen their state
programs.
As most of you are
aware, PHMSA developed in 2009, a damage prevention
characterization tool designed to capture information
about the extent to which state damage prevention
programs align with the nine elements of an effective
damage prevention program. The nine elements are cited
by Congress in the PIPES Act of 2006. From late 2009
through Spring 2010, PHMSA engaged in discussions with
key stakeholders in each state (this included
representatives from the state pipeline safety program
and state one call center) and documented the results.
The purpose of this exercise was to develop an
understanding of the key damage prevention successes,
challenges and initiatives within each state. We
encourage you and your stakeholder community to review
the information and provide feedback via the website.
PHMSA will review the feedback submitted and then
forward any state specific feedback on to our state
contacts. We are pleased with the responses received to
date and look forward to our continued efforts in
working with the national and state-level stakeholders
in building strong state damage prevention programs.
PHMSA plans to
develop additional damage prevention tools in the near
future and we will let you know when they are available
on Stakeholder Communications. As always, we welcome
your questions or suggestions concerning this or other
PHMSA damage prevention initiatives.
